How to issue a SDVOSB Sole Source Award to Vaultes
Agency representatives (typically a government program manager or product owner) can work closely with the appropriate Contracting Officer (CO) and Contracting Officer’s Representative (COR) to do a sole source award. The agency representative will, in accordance with FAR 19.1406:
- Verify that the anticipated award value is less than $5 million for the entire contract, inclusive of any option years.
- Prove that no more than two SDVOSB entities would submit an offer for this work if it were competitively awarded. This can be done through market research such as releasing a Request for Information (RFI) or through competitive analysis of the contractor landscape via SAM, FPDS or other methods described in FAR 10.002. Vaultes is happy to assist in this process.
- Verify the SDVOSB is responsible and can perform the work, based on past performance and/or Contractor Performance Assessment Reports (CPAR).
- Verify the award can be made at a fair and reasonable price. Vaultes can provide a price proposal with approved pricing from one of our awarded contracts (GSA MAS, OASIS+, VA SPRUCE IDIQ).
- Draft a Performance Work Statement, Statement of Objectives, or Statement of Work to define the requirement and submit to Vaultes. Vaultes will then submit a comprehensive proposal for agency evaluation, negotiation, and award.
- Create Justification and Authorization. Each agency has their own template and workflows for this. Vaultes is happy to help with this process.
- For Department of Veterans Affairs (VA) direct SDVOSB awards, the contracting officer must also ensure justification of sole source award is posted in accordance with FAR 5.301(d) and that the offeror is registered in VA’s Vendor Information Pages (VIP) system (VAAR 819.7008).

Establishing an 8(a) Sole Source Contract with Vaultes
- Interested parties (typically a government program manager) should prepare a statement of work and government estimate to obtain necessary funding.
- Submit a procurement request to the agency contracting officer naming Vaultes to preform this work.
- The agency contracting officer will submit an Offer Letter to Vaulte’s SBA Business Development Specialist, Joesph Wilson, Joesph.Wilson@sba.gov, Washington Metropolitan Area District Office (WMADO).
- The agency contracting the officer will submit the Statement of Work and RFP to Vaultes after receipt of the processed Offer Letter from the SBA.
- Vaultes will submit the proposal to be evaluated, negotiated and awarded to Vaultes.
